Community Enterprise Sustainable System in Rural Orissa
[An effort by Prof Amar Kjr Nayak]
Objective:
The objective of the action research is to develop a sustainable community enterprise system wherein the marginal and small farmers / gatherers of forest produce (small and marginalized families) in rural, economically undeveloped and agricultural setting can be the owners and the managers of a sustainable income generating enterprise system. The concept of the proposed project is based on an effort to resolve and optimize the inherent asymmetries for sustainability of the enterprise system in a rural agricultural setting in developing country context. The action is based on the assumptions that (a) the traditional firm design lead to asymmetry generation and is at the core of un-sustainability of the society, (b) Since the sum total of inherent asymmetries in the real world conditions will remain to be greater than zero, our models for sustainability are bounded by optimal solutions and not ideal solutions, and (c) For an enterprise system to be sustainable, the enterprise needs to be designed with simultaneous optimal positions on all the asymmetry generating variables and (d) Sustainability can be best ensured by ensuring the sustainability of the weakest person(s) in a local ecological system.
About the Community:
The community consists of people from around the Nava Jyoti Kendra, Nuagada G.P. in Rayagada district, Orissa. While there are about 1000 families (5000 people) from Nuagada G.P. and adjacent villages of Gulliguda G.P., and Tembaguda G.P. Currently, about 300 families (1500 people) have registered as the members/shareholders of the community enterprise system. The project’s effort will be to include most of the families of this community to soon join the endeavor to put in place a sustainable community enterprise system that is community based, community paced, community managed and community owned.
Key Features of the Community Enterprise System
1. All the families of the community who produce some agriculture, forest, horticulture, poultry art, craft, etc. are only eligible to become producer members/ shareholders/ owners of the company.
2. All producer-members have only one vote and hence have equal power in management decision on price, policy & profit sharing etc.
3. The local people including the local youth are to become volunteers/ community workers/ facilitators/ employees of the community enterprise system.
4. Additional Income of the company will be proportionately shared among the producer-members at the end of every season. The Collection, sale and distribution of additional income of the produce/products shall be in 3 steps, viz;
Level 1: Base price paid to producer member at the time of collation of produce
Level 2: Final price of the produce is the sale price of the produce in the market.
Level 3: Additional Income (Final Price less marketing expenses & base price) will be distributed among the contributing producer-members every three months.
5. The community enterprise system aims to complement the strength of the local community and to integrate all the facilities in a community towards building trust, cooperation and higher quality of life.
Stages towards developing a sustainable community enterprise system
1. Marketing the surplus of a few produce of the community
2. Value addition of the few selected produce with higher shelf life
3. Enhance productivity of agricultural & allied products through better input management.
4. Marketing & value addition of several agricultural, forest, horticulture, animal husbandry, poultry, art & craft items.
5. Improvise water and land management practices through a systematic ridge to valley analysis
6. Integrate all activities of the community to organic farming for enhancing the value of the labour through the 365 days of the marginal producers in the community
7. Operationalize a sustainable community enterprise system that is owned and managed by producer-members.
8. Through training and capacity building gradually hand over the complete charge of management and ownership to the producer members and the community over a period of 5 years that is during July ‘09 to June 2014.
More details on the above community enterprise system, the concept, the objectives, etc are available at http://www.ximb.ac.in/~navajyoti/index.htm
Present Status on Model development and Financial Support:
The community produces different types of agricultural produce including those of horticulture, forest produce and animal husbandry. The producers adopt the age old principles of organic and integrated agriculture. Under the above organization of the community, the producer-members have collated grains of 4.5 tonnes of desi Jhundungo. The income of the producer-members on this produce has increase by about 100% compared to their previous earnings. The community is currently marketing about 1.9 tonnes of its desi (sabujo) biri (black gram), 13.5 tonnes Kandulo – bada arhar (pigeon pea). Further, it has planned to collate and market hill broom, mahulo (mahua) and Cashew during the next three months till May 2010.
